January 3 John White WHEREAS, John White has served for six and one-half years as the Police •haplain for the Wheeling Police Department; and has served residents of the community as Pastor of Our Savior Free Church in Wheeling for seven years; effective January 3. 2011. Chaplain John White is leaving the Village of Wheeling to Pastor at the Milan Free Methodist Church in Milan, Michigan, not far from his hometown, and will truly be missed by the entire Police Department and the Village at large
January 8 Thomas Biermann Day Fire Chief MacIsaac said a few words about Thom’s time in the Wheeling Fire Department and thanked him for his years of service to the Village of Wheeling.

Dr. Martin Luther King, Jr. devoted his life to advancing equality, social justice, and opportunity for all, and challenged all Americans to participate in the never-ending work of building a more perfect union; and Dr. King's teachings can continue to guide and inspire us in addressing challenges in our communities,NOW, THEREFORE, I, Judy Abruscato, President of the Village of Wheeling, proclaim the Martin Luther King, Jr., Holiday as a Day of Service in Wheeling, and call upon the people of Wheeling to pay tribute to the life and works of Dr. Martin Luther King, Jr. through participation in community service projects, on Martin Luther King Day and throughout the year. February 19 Patricia Foley-Kolarik Day Director Janeck said a few words about Patty’s employment with the Village of Wheeling and thanked her for her years of service to the Village.  
February 28 - March 5 Severe Weather Preparedness Week Wherever and whenever severe weather strikes, preparedness and awareness are key to protecting residents throughout Wheeling; and the spring and summer months are especially prone to conditions that create severe weather such as thunderstorms, lightning strikes, floods, and tornadoes, and for these reasons, the American Red Cross and the National Weather Service launch an annual awareness campaign at the start 0 spring; and THEREFORE, I, Judy Abruscato, President of the Village of Wheeling, do hereby do hereby proclaim February 28 through March 5, 2011 as Severe Weather Awareness Week throughout Wheeling; and further urge all the people of Wheeling to learn more about and to participate in severe weather preparedness activities available in the area. 20110321Severe Weather Preparedness Week
March Professional Social Worker Month WHEREAS, Social Workers are agents of positive change who dedicate their careers to helping people transform their lives, or improving environments that make such progress possible; and WHEREAS, more than 640,000 trained Social Work professionals in the United States work irelessly in agencies, hospitals, hospices, schools, universities, legislatures, private practices, corporations, and the military; NOW, THEREFORE, I, Judy Abruscato, President of the Village of Wheeling, in recognition of professional Social Workers and their commitment and dedication through service delivery, research, education, and advocacy, proclaim the month of March 2011 as Professional Social Work Month, and call upon all citizens to join with the Village of Wheeling and the National Association of Social Workers in celebration and support of the Social Work profession.
March 14 Luke Smith State Wresteling Champion WHEREAS, Wheeling High School student Luke Smith has won the Illinois f-Iigh School Association Class 3A Wrestling Championship in the 140-pound weight class; and WHEREAS, Luke Smith finished the 2010-2011 season undefeated, with a jrecord of 44-0; and WHEREAS, Luke Smith's achievements are a testament not only to his kill and his years of hard work, but also to the fine coaching of the Wheeling High School faculty and to the support he has received from his family and fellow students; and WHEREAS, Luke Smith's athletic achievements are something in which all nembers of the Wheeling community can rightfully take pride; NOW, THEREFORE, I, Judy Abruscato, President of the Village of Wheeling, Illinois, Counties of Cook and Lake, State of Illinois, do hereby :ongratulate Luke Smith for his victory at the state championship, and call upon all he people of Wheeling to join me in celebrating his success.

40 Year Anniversary
On March 22. 1971 Joseph Kilcoyne opened Kilcoyne's Redwood Inn at 342 North Milwaukee Avenue: and in the ensuing 40 years, Kilcoyne's Redwood Inn has distinguished itself as a beloved neighborhood gathering spot in the best tradition of the Irish public house, both for its regular patrons and for visitors from throughout the region: and the proprietors of Kilcoyne's Redwood Inn have come to be known for their generosity and good citizenship, qualities they exhibit year-round, but particularly during their annual fundraising event held on the weekend after Memorial Day which has benefitted a number of deserving causes, the Village of Wheeling is fortunate to count Kilcoyne's Redwood Inn as a longstanding member of the Wheeling business community on March 22. 1971. April National Safety Digging Month WHEREAS, each year, the nation's underground utility infrastructure is jeopardized due to unintentional damage by those who fail to call 8-1-1 to have underground utility lines located prior to digging, potentially resulting in undesired consequences such as service interruption, harm to the environment, personal injury, and even death; and WHEREAS, in an effort to reduce these damages, the Common Ground Alliance and its 1400 members promote the national call-before-you-dig number, 8-1-1, which was designated by the Federal Communication Commission in 2005 to provide potential excavators and homeowners a simple number to reach their local One Call Center to request utility line locations at the intended dig siteand WHEREAS, the Village of Wheeling agrees that safe digging is a shared responsibility: To Know What's Below. April Sexual Assault Awareness Month Sexual Assault Awareness Month is intended to draw attention to the fact that sexual violence is widespread and has public health implications for every community member of the Village of Wheeling; andRape, sexual assault, and sexual harassment impact our community as seen by statistics indicating that one in five women will have experienced sexual assault by the time they complete college (Fisher, Cullen, &Turner, 2000); andWe must work together to educate our community about what can be done to prevent sexual assault and how to support survivors; and THEREFORE BE IT RESOLVED that I, Village President Judy Abruscato, join anti-sexual violence advocates and support sendee programs in the belief that all community members must be part of the solution to end sexual violence. April 10-16 National Crime Victims Rights Week WHEREAS, 20 million Americans are victims of crime each year, and each crime affects many more, including families, friends and communities: and WHEREAS, crime exacts an emotional, physical, psychological, and financial toll on victims that has the potential to irrevocably change the course oftheir lives forever, as they have lost loved ones, life savings, physical and mental health, and often their sense of security;the Village of Wheeling is joining forces with victim service programs, criminal justice officials, and concerned citizens to raise awareness ofvictims' rights and observe National Crime Victims' Rights Week
April 10-16 National Public Safety Telecommunicators Week WHEREAS, emergencies can occur at any time that require police, fire, or emergency medical services; and WHEREAS, when an emergency occurs, the prompt response of police officers, firefighters and paramedics is critical to the protection of life and preservation of property;WHEREAS, Public Safety Telecommunicators of the Village of Wheeling have contributed substantially to the apprehension of criminals, suppression of fires, and treatment of patients; and WHEREAS, the dispatchers of the Village ofWheeling have exhibited compassion, understanding, and professionalism during the performance oftheir duties during the past year
April 10-16 National Volunteer Week WHEREAS, the entire community can inspire, equip and mobilize people to take action that changes the world; and WHEREAS, volunteers can connect with local community service opportunities through hundreds of community service organizations; and WHEREAS, individuals and communities are at the center of social change, discovering their power to make a difference;do hereby proclaim April 10-16, 2011 as NATIONAL VOLUNTEER WEEK in the Village of Wheeling, and urge my fellow citizens to volunteer in their respective communities, since by volunteering and recognizing those who serve, we can replace disconnection with understanding and compassion.
April 10-16 Week of the Young Child WHEREAS, the Village of Wheeling, in conjunction with Community Consolidated School District 21, the National Association for the Education of Young Children, and other area organizations, is celebrating the Week of the Young Child from April 10th through April 16th, 2011; and WHEREAS, these organizations are working to improve early learning | opportunities, including early literacy programs, that can provide a foundation of learning for children in Wheeling; and WHEREAS, teachers and others who make a difference in the lives of young children in Wheeling deserve thanks and recognition
April 11-16 Law Enforcement Training Week WHEREAS, the importance of professional law enforcement training is necessary to train the law enforcement officers that protect the residents of the Village of Wheeling; and to insure and protect the rights of the citizens of the Village of Wheeling in a professional manner according to the guarantees of these rights and freedoms afforded through the United States Constitution and the Constitution of the State of Illinois; and WHEREAS, the International Law Enforcement Educators and Trainers Association (ILEETA) works with the law enforcement trainers throughout the world and the United States, and the citizens of the respective communities, including the Village of Wheeling, receive the many benefits of professional law enforcement training
April 29 Arbor Day WHEREAS, in 1872, J. Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees; and, WHEREAS, this holiday, called Arbor Day, was first observed with the planting of more than a million trees in Nebraska; and, WHEREAS, Arbor Day is now observed throughout the nation and the world
May 1 Silver Star Banner Day WHEREAS, the Village of Wheeling always honors the sacrifice of the men and women in the Armed Forces; and WHEREAS, the Silver Star Families of America was formed to make sure we remember the blood sacrifice of our wounded and ill by designing and manufacturing a Silver Star Banner and Flag; and WHEREAS, to date, the Silver Star Families of America has freely given thousands of Silver Star Banners to the wounded and their families
May 11 Building Safety Month WHEREAS, through our continuing efforts to address critical safety issues that affect our citizens, regardless of age or occupation, both in everyday life and in times of natural disaster, we are confident that our structures are safe and sound; and WHEREAS, vigilant guardians—buildingsafety and fire prevention officials, architects, engineers, builders and others in the construction industry—work year-round to ensure the safe construction of buildings: and WHEREAS, these dedicated members of the International Code Council develop and implement the highest-quality codes to protect Americans in the buildings where we live, learn, work and play; and WHEREAS, Building Safety Month, sponsored by the International Code Council, reminds the public about the critical role of our community's largely unknown guardians of public safety—our local code officials—who help prevent countless fires and accidents
May 11 Senior Celebration Day WHEREAS, education is a WHEREAS, public education is a community enterprise, and community education philosophy advocates full use of public facilities, programs and services by every age group in the community; and WHEREAS, the skills, talents, and experiences of senior citizens are untapped resources in many communities and intergenerational cooperation promotes efficient use of human resources; and WHEREAS, community education promotes the use of community resources, community volunteers in schools, senior citizen centers and community agencies, and maximizes the use of human resources to provide educational opportunities for community residents of all ages
May 5-11 Natl Public Works Week WHEREAS, public works services provided in our community play a vital and essential part of our citizens' everyday lives; and WHEREAS, the support of a perceptive and knowledgeable citizenry is critical to the efficient operation of a public works organization and the daily maintenance of its infrastructure facilities such as water distribution, storm and sanitary sewers, streets, urban forestry, parks, fleet maintenance of public vehicles, public buildings; and WHEREAS, the health, safety, comfort and enjoyment of our community greatly depends on these facilities and services in times of flooding, snow and ice control, water distribution for fire protection, etc.; and WHEREAS, the quality and efficiency of these facilities, as well as their planning, design, and construction is vitally dependent upon the efforts and skills of our public works professionals; and WHEREAS, the dedicated staff of the Village of Wheeling's Public Works Department are on duty 365 days a year for any emergency that may arise day or night; be it through the fury of mother nature or failure in the infrastructure facilities themselves
May 15-21 Peace Officers Memorial Day WHEREAS, the police officers of America have worked devotedly and selflessly on behalf of the people ofthe Nation, regardless ofthe peril orhazard to themselves; and WHEREAS, these officers have safeguarded the lives and property of their fellow Americans; and WHEREAS, bythe enforcement of our laws, these same officers have given our country internal freedom from fearof the violence andcivil disorder that is presently affecting othernations; and WHEREAS, law enforcement officers deserve our appreciation for the work they do and citizens fulfill an important civic responsibility by supporting their work to protect our communities. By working together, we can achieve a better and more secure future for our children and grandchildren; and WHEREAS, established in 1962 by President John F, Kennedy and a joint resolution of Congress, National Police Week pays special tribute to those law enforcement officers who have lost their lives in the line of duty for the safety and protection of others and also directed that the flag be flown at half staff on Peace Officers Memorial Day on May 15th of each year
May 23 - June 5 2011-05-23 -06-05 Click It or Ticket.jpg WHEREAS, the safety and security of the residents of the Village of Wheeling and surrounding areas are vitally important; and WHEREAS, a large percentage of our residents regularly drive or ride in motor vehicles on our roadways; and WHEREAS, motor vehicle crashes killed 925 people in Illinois during 2010, and 271 of those deaths involved vehicle occupants who were not using seat belts; and WHEREAS, regular seat belt use is the single most effective way to protect people and to reduce fatalities in motor vehicle crashes; and WHEREAS, the use of seat belts is supported by the laws of the State of Illinois and the Village of Wheeling, and WHEREAS, May 23 through June 5, 2011 has been selected as the national Click It or Ticket mobilization enforcement period
May 23 Swaminarayan 20th Anniversary WHEREAS, on May 18, 1991, the International Swaminaryan Satsang Organization opened a new temple at 397 Northgate Parkway in the Village of Wheeling; and WHEREAS, in the intervening years, the International Swaminaryan Satsang Organization has been an active participant in the broad community o\" the Village, demonstrating exemplary citizenship among residents of all faiths; and WHEREAS, the International Swaminarayan Satsang Organization has distinguished itself through the extraordinary generosity of its members to those in need, and through their consistent and compassionate responsiveness during times of strife; and WHEREAS, the Village of Wheeling is fortunate to have the International Swaminaryan Satsang Organization as an anchor of our community
May 23 Wildstang Robotics WHEREAS, WildStang is a For Inspiration and Recognition of Science and Technology (FIRST) team comprised of students, parents, and faculty from Wheeling and Rolling Meadows High Schools, the largest such team in the United States; and WHEREAS, Motorola has generously provided mentorship and support for the WildStang Robotics program; and WHEREAS, in 2011 WildStang won the Wisconsin and Midwest regional competitions to become one of 352 teams earning a spot in the World Championship in St. Louis; and WHEREAS, WildStang succeeded in winning the 2011 FIRST Robotics Competition World Championship, the third time in eight years they have earned that title.
June 5-11 National Garden Week WHEREAS, the Wheeling Garden Club, in cooperation with the National Garden Clubs, Inc., is promoting National Garden Week in Illinois; and WHEREAS. Garden Week involves setting aside a special week to strengthen communities by encouraging citizens of all ages to work tow:ard common goals; and WHEREAS, among Garden Week activities are educational programs, environmental cleanup, community beautification, flower shows, garden walks, youth activities and workshops; and WHEREAS, the Garden Clubs of Illinois is a non-profit organization with 206 clubs and more than 9,600 members throughout Illinois
June 13 Welcome Home WHEREAS, the Chicago Vietnam Veterans Welcome Home Parade was held on June 13, 1986, with over 200,000 Veterans and their families marching in Chicago to the applause of over 300,000 spectators; and WHEREAS, that emotional and inspirational day helped change the nation's outlook regarding Vietnam Veterans; and WHEREAS, the parade helped initiate a healing process which generated a grassroots movement that laid the groundwork for support for today's returning soldiers; and WHEREAS, today, June 13, 2011 is the 25th anniversary of this historic event; and WHEREAS, to commemorate this anniversary, Welcome Hume 2011 - Together Then, Together Again will be held from June 17-19, 2011, featuring numerous events including an art and photo display at the Chicago Cultural Center, the Vietnam Veterans Memorial Wall on display at Navy Pier, a Kick-off Rally on Navy Pier on June 18 which included a "Pass the Torch" ceremony; a banquet at the Palmer House Hilton on Saturday evening. June 18, and an afternoon of music at the Pritzker Pavilion at Millennium Park on Sunday, June 19
July 7 Brian Jacobson Day WHEREAS, Brian Jacobson began his employment as a "Police Officer" with the Wheeling Police Department on July 7, 1989, and was appointed as a Corporalon February 26, 2007; and WHEREAS, through the years, he has held assignments in the Patrol Division as an Officer, Evidence Technician, Evidence Technician Coordinator, Motorcycle Officer, Accident Re-constructionist and Field Training Officer; and WHEREAS, throughout his career Brian Jacobson has dedicated himselfto making Wheeling a safer place to live and work; and WHEREAS, after 22 years of dedicated service with the Wheeling Police Department, BrianJacobson is retiring
August 26 Women's Equality Day WHEREAS, the League of Women Voters Arlington Heights-Mount ProspectBuffalo Grove Area, also serving Wheeling, Prospect Heights, and Elk Grove Village, IL, is the organization where hands-on work to safeguard democracy leads to civic improvement; and WHEREAS, Women's Equality Day (August 26) marks both the 91st Anniversary of passage of the 19th Amendment to the U.S. Constitution, which ended the long struggle to gain full voting rights for women, and the 91st Anniversary of the founding of the League of Women Voters of the United States; and WHEREAS, this year also marks the 56th Anniversary of the League of Women Voters Arlington Heights-Mount Prospect-Buffalo Grove Area whose members have worked continuously for 56 years to serve their communities in an effort to build strong, safe, and vibrant places to live
September National Alcohol & Drug Recovery Month WHEREAS, behavioral health is an essential part of health and one's overall well ness, prevention works, treatment is effective, and people can and do recover from substance use and mental disorders; and WHEREAS, all people have the fundamental and inherent value to be accepted and treated with respect, human dignity, and worth; and WHEREAS, individuals should have access to full participation in community life, including economic advancement and prosperity, fair and decent housing, quality education, and positive opportunities to benefit from and contribute to material, cultural, and social progress; and WHEREAS, it is critical to educate our policymakers, friends and family members, healthcare providers, and businesses that substance use and mental disorders are treatable, and that people should seek assistance for these conditions with the same urgency as they would any other health condition

September 11 Patriot Day Whereas, on September 11, 2001. people of all ages and walks of life, across America and around the world, collectively witnessed an event of immense tragedy; and Whereas, the events of that day instantly transformed the lives oi' nearly all people, some through personal loss, and many others through an unfamiliar sense of individual and national vulnerability; and Whereas, an unprecedented and historic bonding of Americans arose from this collective shock, unifying the country in an outpouring of national spirit, pride, selflessness, generosity, courage and service; and Whereas, on September 11. 2001, and in the days following, many brave people heroically, tirelessly and courageously participated in an extraordinarily difficult and dangerous rescue and recovery effort, in some cases voluntarily putting their own well-being at risk; and Whereas, September 11th will never and should never be regarded as just another day in the hearts and minds of all Americans; Whereas, September 11, 201 1 will be the 10th anniversary of the 9/11 attacks; and Whereas, many citizens may wish to memorialize September 11 by engaging in or making a plan to engage in personal and individual acts of community service, or other giving activities, as pan of a solemn day of remembrance and tribute
